April 29, China's Ministry of Transportation issued a document that said to promote the upgrading of truck-mounted terminal equipment and do a good job of road freight industry Beidou III vehicle-mounted terminal testing and research and development work.
According to the document, it is necessary to formulate and implement technical policies to promote the application of Beidou III, give full play to the civil demonstration of Beidou III, and promote the smooth transition from Beidou II to Beidou III.
In May of this year, the Beidou III Global Constellation deployment will be fully completed.
On 9 March this year, China successfully launched the 54th navigation satellite of the Beidou system, the penultimate network satellite of the Beidou III system, using the Long March 3B carrier rocket.
According to the plan, in May this year, the deployment of Beidou III global constellation will be fully completed, and the scale of Beidou-related industry such as vehicle navigation will also enter a period of rapid development.
As an important component of transport, road transport will be a civilian focus area of the Beidou system. The document makes it clear that the technology research and development of a new generation of single Beidou positioning terminals should be carried out in depth to promote the application of single Beidou terminals based on Beidou III.
For the transition from the Beidou II system to the Beidou III satellite navigation system, the document calls for steady progress in the replacement of the single Beidou terminal for national freight vehicles, the completion of Beidou-based digital dynamic monitoring system for heavy-duty trucks, and the promotion of road transport as a civil focus area of the Beidou system.
Compared to the Beidou II system, the Beidou III system will have a much improved performance, with positioning accuracy of 2.5 to 5 meters. At the same time, the Beidou-based car network will promote traffic intelligence and precision, and provide accurate navigation and other information services for trucks and other vehicles.
In addition to the use of Beidou terminal to make the truck platform information more accurate, the Ministry of Transportation also requires a comprehensive upgrade of the freight platform data quality, that is, to speed up the stock of data cleaning, while strictly new data quality.
The document makes it clear that provincial transport authorities should use the freight platform to find out the causes of data problems that have not been online for a long time or have not been audited annually, that are offline when vehicles are audited, that are long-distance drifting, and that are inconsistent between the freight platform and the transport system data, and carry out special clean-up work.
In addition, digital identification and intelligent data rule validation technology should be applied to improve the efficiency of new data entry on the freight platform. The Ministry of Transport specifically states that the satellite positioning devices installed in new vehicles from the factory are not to be dismantled by any unit or individual at will.
In terms of expanding the service functions of the freight platform, the document is required to strengthen the regulation of transport safety, promote the logistics industry to reduce costs and increase efficiency, and effectively respond to emergencies, etc.
The document makes it clear that analytical models and statistical tools should be used to strengthen the comprehensive analysis of safety risks such as speeding and fatigue driving in freight vehicles, and to strengthen the real-time dynamic monitoring of major events, key periods and typical areas, and make good early warning and forecasting.
With the help of the high-level freight platform, in response to unexpected events and major activities, the relevant departments will promptly transmit various types of information such as vehicle traffic restrictions, detour routes and control policies to reduce safety hazards.
