Apple today released beta 2 update for iOS 13.3.1 and iPadOS 13.3.1 developer preview, with firmware version 17D5044a. It's been a month since the last beta update.
Apple last month pushed the official update of iOS 13.3, including improvements and bug fixes, and added more parental controls to Screen Time.
Apple support documents show that iOS 13.3 is undergoing improvements to minimize spam and other content in messaging apps.
