China has outlined new goals to accelerate the digital transformation of society.
The country plans to spend three years to basically form a new data center development pattern with a reasonable layout, advanced technology, green and low-carbon to match the growth of the digital economy, according to a notice issued by the Ministry of Industry and Information Technology (MIIT) on Wednesday.
The MIIT released the "Three-Year Action Plan for New Data Center Development (2021-2023)" on Wednesday, announcing the plan for new data center development.
It mentions that China will continue to optimize the overall layout of new data centers in order to achieve a ladder layout including national hub nodes of the national integrated arithmetic network, provincial data centers and edge data centers.
China will also achieve a steady increase in energy efficiency, a gradual reduction in power usage effectiveness (PUE), and a gradual increase in renewable energy utilization.
China strives to raise the average utilization rate of national data centers to over 55 percent by the end of 2021, with total computing power exceeding 120 EFLOPS, and to reduce the PUE of new large and above data centers to below 1.35.
China hopes to maintain the national data center rack size at an average annual growth rate of about 20 percent by the end of 2023, striving to raise the average utilization to over 60 percent.
The total computing power of these facilities will exceed 200 EFLOPS, with a 10 percent share of high performance computing power. The country also seeks to achieve a national hub node arithmetic power scale of more than 70 percent, according to the plan.
China hopes to reduce the PUE of new large and above data centers to less than 1.3, striving to reduce it to less than 1.25 in cold and frigid regions, and the end-to-end network latency of data centers within the national hub node should be less than 20 milliseconds in one direction in principle.
